At its April 2019 meeting, FSIP affirmed responsibility for five remaining articles and ordered the parties to participate in the informal conference with Mp Karen Czarnecki in Washington, D.C. At the informal conference in June 2019, the parties reached full agreement on two articles: Article 27 – Unwanted Measures and Article 28 – Appeal Procedures. The parties were unable to agree on three articles: Article 8 – Official Time; Article 17 – Telework; and Article 34 – Duration. The parties were invited to submit written submissions for consideration of the remaining three articles. Both parties communicated in a timely (joint) manner. In October 2019, the parties informed the proceedings that they had jointly resolved their dispute over Article 8 – Official Time and 34 – Duration and Closing and, therefore, remove these issues from the panel`s consideration. Therefore, the parties are only asking for a panel decision on Article 17 – telework. Enterprise agreements are usually concluded for a period of three years. At the end of each agreement, NTEU consults with members on what should be used for the next agreement. Meetings are held and members` views are collected, sometimes through surveys. The NTEU also coordinates its negotiating strategy at the national level, bringing together delegates from all institutions to identify key issues that need to be defended or pursued at the national level.
This is because the outcome of negotiations in each institution can influence negotiations with others. This page contains valuable agreements and other information for our members. Article 35 – Offices – We can negotiate space actions that are not covered by the terms of the contract. However, the article was negotiated with the intention of reducing the need for costly and repetitive negotiations on any change of office. It was a very difficult article that could be agreed upon. You insisted that we give up our bargaining rights. The agency kept telling us that AFGE had given it up, so we had to do it as well. We resisted and we finally won on this point.
The sharing of office and the hotel industry will be the future. We expect office space problems if the Agency decides to reduce the number of telework employees. Once the Union has prepared its claims with your institution, your local NTEU subsidiary selects a team that negotiates with management. This team is made up of local haggling-trained members and an experienced member of NTEU`s industrial staff. Management generally has its own rights to reduce your terms of employment, and it is rare that an agreement on wage increases is easily reached. The current work environment includes a 4-day-a-week telework pilot, which was converted to 16 FSIP 069 in 2016 after interaction with FSIP President Mary Jacksteit.
